You said:"It is a ficticious concept because there isn't any "picture" ".
Isn't that true of any image file? Open a JPG with Wordpad and all you see is computer data telling each screen pixel how to display.

Technically, yes.

wetransfer.com is a good tool, it lets you send 2 Gb for free each time. I've used it many times and it works great.

If you have Windows 10 you have Skype. You can send large files and photo's in Skype. Its great for family and friends.

What's the best format to use when emailing multiple pictures to someone? If I use a jpeg format I can only do Two at the most in a single email. If I use a RAW format, I have to use something like One Drive which takes forever to upload to send. I don't want to send so many emails it feels like they are getting spammed. The latest round I'm referring to is sending pictures of our house to our landlord.

My solution is to make a folder in DropBox, put the photos in there together, then mail a link to the folder to the intended recipient.
I have a free DropBox account, with 2 GB of storage.

On a Mac open the JPEG. Choose "Tools" then "adjust size". It will probably say resolution is something like 300 Pixels per inch. type in a smaller number like 50 then save it. It will lose resolution if you zoom in or print it, but it will probably be less than 1 MB and will link fine in an email.

I love Google Drive. It's so easy to use. My family shares photos and documents with it. I added more GB FOR $1.99 a month, but you may be fine with what's free. Go to google.com. look for spot to click for all Google apps. Click on Drive. Register. You may upload a file or a folder and do something else while Drive does the work. You need to choose to get a link to share, then put in email addresses of those with whom you wish to share. Write a message to send with link if you wish. You may allow editing or just viewing. I'm really an amateur at photography and using computers, but I can use Drive with no trouble.

If you have a Nikon, download View NX2. You can email directly from there and select picture size. You can select single or multiple photos. Works like a charm.
I for one do not like to post photos on Google or any other cloud service.

I use WeTransfer. It's free unless you want to send a really huge collection. You don't have to resize.

The best program I have found is Hightail Express. The Express version is free, but they also make a pro version. I can send out individual jpegs or a whole file folder with them inside. It works faster and better than anything I've used.

Send JPEG's and resize to no more than 1024x768 with a max file size of 500kb. You can send several at a time this way and they will be at a good resolution for most monitors and tablets. Our photo club uses this guide for submissions to the regional monthly EID contest where trained critics evaluate them. That should be good enough for anybody. But then, what do the critics know?

consider using "drop box" if you need to do this often. Convert your raws to TIFF and you can send large files.

jaheater,
The answer is simple. Use WeTransfer. Simple and Fast. Send all you want regardless of size, you are notified when they reach their recipient and when the recipient downloads them. Notify the recipient that you are using this program so that they can look in their spam or trash folders if their software doesn't recognize the address. Also, it will prevent the recipient from erasing an unfamiliar site.

For me Simple is Better. Most email systems have a maximum total file size for emails. I do house photos for construction progress sometimes and at 150kb each photo is usable and 25 or 20 can go in one email.
Some buyers want big files so Dropbox works very well and doesn't cost anything.

Not sure if you have access to Lightroom, but that would be the way I would do it. First, I convert to sall jpegs, size dependent upon intended use. Then I either email directly fro Lr, or export to a folder and then email the contents of the folder. Works well for me. Best of luck.
