How to improve this picture

I suspect it is camera shake rather than focus error. But you are correct, nothing is sharp. I think we learned earlier that the photographer didn't use a tripod. Camera shake. That's why God made tripods.

It's hard to tell without seeing the original full size pic to download so we can see the exif data to tell us the iso, shutter speed, and aperture, but he may have focused on the tree rather than the street. There might be limited depth of field due to a wide open aperture. This may have been improved as a time exposure with an aperture of f8 or higher, with a tripod. The shutter speed may have been too low to hold the camera steady. I've done OK handheld down to 1/30 sec, but not lower.
