As general statement, a tripod mounted shot will always be sharper than a handheld shot for a given shutter speed. The difference becomes less significant at high shutter speeds, but it is there.

Of course at your 1/15 it is nolo contendere.

This is a prime example of why some will complain about a lens without checking it on a tripod.

Does your lens have a VR setting? (Vibration Reduction)

If so, you want to turn it off when shooting with the camera on a tripod. With VR on, you will get some motion blur on tripod shots.
