There is a hot water release into a inlet near the Monroe, Mi Power Plant that hosts many eagles nesting. Tour access is allowed on specific Sundays for birdwatching.

If you live in Northern Maryland or Eastern/Southern PA you can go to the Conowingo Dam which sits on the Maryland/Pennsylvania border. From late Oct. until mid-February, there are many eagles there. I would say around a hundred or more. You can call the dam hot line and get times for water releases. When water is released from the dam the eagles go into a feeding frenzy as fish are swept through the release gates.
If you are near upstate New York you should check out the Montezuma National Wildlife refuge located between Syracuse and Rochester. They have about 80 bald eagles that are residing there over the winter. The refuge started introducing the bald eagles into the area in the 70's. There are roads through the refuge that allow you to see many forms of wildlife as well.
