This is why it's important to learn percentages, kids.

Simple math.
Wow they must have calculated using "new math" and I didn't see a suggestion for POOR service.
Having worked for tips as a carhop in the I know what it is to work for tips, we were paid $2.00 + a meal per 8 hr shift, Min wage at that time was $.55 per hr. you do the math
My lady friend also was a waitress for many years and we do agree on tipping.
I tip according to the service rendered by the server, I take into account for poor kitchen service which does not affect the servers tip. On a full meal I tip starting at 20% at up on small orders $5.00 or less and with excellent service the tip is 100% I am not by any means rich but I pay for services rendered!!!
Poor service: Yep you guessed it nada and maybe some advice on service, or a chat with the manager.

I never trust those 'suggestive' gratuities, they almost always calculate using the total including state taxes, not just the restaurants portion. So far I have only found one place (of course I don't remember which one, but somewhere on the FL Space Coast) that did it correctly. But this one is just outrageous! I get 33.3%, 37% and 46.3%.

Because it's the waitress fault that the drawer is out of larger bills? You are an ignorant person. You MAY have worked for tips but you obviously NEVER had responsibility for a cash drawer.
I'm glad someone did it this way, i.e. the tips were figured on $38, not $20.50, maybe there was some sort of 2 for one, or coupon involved, and the total would have been $38.00. Somehow I'm not too convinced this was the case based on past experiences.
I haven't looked at all the replies but has anyone else noted the use of "suggestive" instead of "suggested"?
Here in California the sales tax is like 7 3/4 - 8 percent. So, all one has to do is double the sales tax amount and the waiter/waitress will get at least a 15 percent gratuity which of course can be increased if the service was outstanding.

In many states, restaurants are allowed to pay waiters and waitresses below minimum wage because they receive tips. It's important to tip at least a reasonable amount so they end up with a fair wage. Ever wonder how the word "tips" came to be? It is an acronym for Toshiba Insure Prompt Service.
Toshiba? Are you sure? I thought it was Toyota! LOL How come you just didn't go back and Edit your own reply?
it may be the amount owed after the coupons were deducted. the tip is calculated on the whole check not after the coupons were deducted.
