You have the right idea. Shutter speeds should at least equal the inverse of focal length. IS is really great unless your subject is moving. If the subject is moving, all bets are off. You absolutely need much higher shutter speeds when things are moving. Many forget IS will compensate for camera shake but not moving subjects. IS is great and allows much lower shutter speeds only if the subject isn't moving.
