with a lot of work, in photoshop or lightroom, you may be able to use spot removal to get rid of most of the sunspots, and then use haze removal to remove some of the haze. suggestion for the future is to always use a lens hood to help reduce the sunspots.

I suggest you reload it and click on the 'save original' box. This will allow others to download the file and try to work thier magic on it for you. It is beyond my skill level but I would love to see what can be done with it.

Thank you. This photo was taken in a slot canyon under very difficult conditions with a P$S NIKON S 8000. I just happen to like it.

Sometimes you can use your hand, if you can manage to shoot one-handed. Just bring it down until it is just out of the picture.

The randomness of the spots indicates a very dirty lens. Going to be VERY labor intensive to do a really good cleanup of it.

I see some aberration on all of those spots making me think that this is extensive lens flare. However, I do aquas to your experience.

The flares melted his magic wand. Seriously, I hope he gets the opportunity for a reshoot, possibly with a cleaner lens, a change in shooting time and a bit of "foot zooming".

In ACR, I would try increasing contrast, lowering highlights and using the haze filter to see if you can get close to subduing the spots. Another way would be to just work on his face on its' own layer with the same tools, since the exposure looks pretty even there. Let the rest of the photo be flared, although you could decrease the spots a lot using the above tools. The blown out light on his shoulder is very problematic.

Okay, here is about 6 minutes overall, quickly with ACR contrast, haze and exposure sliders. Then to Photoshop to dodge and burn on face, content aware patch selections on flares.
Not perfect, but gives an idea of what can be done with a careful restoration.
