You might get more specific suggestions if you tell us what area you are living in. If you live in rural Kansas... well - maybe we can't help so much!

Going to hitchhike here. Most of us start out looking for TFP (Time for print--or now TFCd) In other words asking the model to work for free in exchange for a set of images. I quickly came to the conclusion that A. Modeling is hard work. B. Can only get amateurs and newbies for free which C. Needed more skill on my part for directing than I had and D. resulted in a lot of "throw-aways." I soon decided that I was only productive of new ideas for 2-3 hours and that I needed to pay. I now offer a reasonable amount that I can afford. (Currently $100 for up to 3 hours.) My offer is too low for most pro models, but occasionally, if one has down time, she will do a shoot. But it does try to honor the value the model brings. It is a known amount up-front. The other positive result is that I learn from the model, especially the occasional professional.

Laughably easy to find models for non-nude TF shoots. For nudes you generally have to pay unless your work is world class excellent.

I used to use One Model Place (OMP), Model Mayhem and Muse Cube, also friends and friends of friends.
I have never paid a model, I have helped a couple with travel expenses. All work was done TFP or TFCD. It helps to have a studio, I had my own for a few years, then rented space (a PITA)
It also helps to have a good female assistant.
Always be professional, never touch the model without asking and get some decent lighting, not el-cheapo.
I always set my lighting before my subject arrived using my assistant or a statue, that way all I had to do was make minor adjustments.
This is just for starters.

Well, with both an understanding and fear that I will hear criticism... I will still say it.... CraigsList. And before people say ... "Oh noooo, not CL!" ... let me qualify. I live in a relatively large metropolitan area.. and the CL postings for 'Gigs' is fairly active. I can post an ad for a week and get 4 contacts - one of which will qualify or is truly interested.

I recommend using only one image of your own work (non-nude) in the ad and keep the ad short and sweet. Don't include your website or direct contact info. There is a reason for this.... trust me.... State that the ad is "paid" and include what the payment is. In most cases, payment is in the form of high quality images from the shoot and ALL Expenses, including Gas money. Be prepared to having your ad "rejected" and "flagged" repeatedly. It's CL .. sheeit happens. Don't panic - just re-write and re-post. The flaggers are usually the people posting ads for "Models earning $900 for 3 hours work - no experience required .... yes, it is probably porn. But there are lots of young and older ladies who want to model but just don't know where to start. Out of curiosity probably, they will check CraigsList. Since they are not interested in porn either, your ad will stand out.

Tips:
. Provide no contact info - ask them to respond to you via the CL link and then move to phone or email once you vet their legitimacy. It's ok to ask for the models' stats. It is modeling, afterall. State in the Ad that a recent photo will be expected prior to the shoot. Typically, they will send a photo with their reply anyway.
. Use a different "logo" on the images, rather than your business logo. Avoid using the same images you post everywhere else. Sometimes using NO images and having a very legitimate ad gets a good response.
. Ask for info about the model, but don't ask for a bunch of photos. That is a quick way to be flagged. There are weirdo's who pose as photographers and they always ask for photos... You can spot them in a heartbeat.
. Speaking of weirdos... If a guy contacts you about photographing his wife... he is lying. He has no wife/no girlfriend/no younger sister who wants to model. He is sick so don't waste your time responding.
. I would not recommed placing an ad for "nudity" until you have mastered the process of placing the right worded ad and learned the ropes for vetting your responses. I would first state that the work may include a wide range of styles from corporate headshots to sexy casual. If you show professionalism during the shoot - (absolutly NO touching) and your edited work is good, the model may consider implied or even topless or nude in a future shoot.
. Last - create a model release form - simple - easy to read - one page or less

Why would anyone put up with the hassle, you must be asking... Well, I like new and inexperienced models because they, 1) are not working by the clock. 2) they smile more/laugh more. 3) they will work 3x as long, 2x as hard and for a fraction of the cost of a professional. And I have found them to be a lot of fun to work with.
