For me 1 and 3 (number four looks like it may have been enhanced even though I'm sure it wasn't. JMHO

I favor #1 & #4 as the entries that I would use. I have no opinion on mounting or framing. Good luck to you at the Fair.
I'd go with 1 and 4.
I use Bay Photo with mylar backing for State Fair. Last year my three submission garnered one blue (first) and two red (second) ribbons.

I like 4 especially for its uniqueness and dramatic impact, and 2 for its sharpness and the great blend of color in the bokeh. I mat with white almost always; my daughter's recommendation. It is a safe choice and works well in any hanging context.
I would go with #1 and #4. For #4, I would try to find a pastel color mat in the range of the lighter colored coral feathers on the bird. Possible a double mat with a dark inner liner mat as well. Plain black frame.
3 & 4
When I look at these the first two are nice but they don't hold my attention.
I like the depth of field on #3, the focus is right on the water drops and the deep rich colors hold my attention
For me #4 is really unique. and those feathers give a splash of color. I think the vignette helps focus the attention onto the bird, but for a photo contest I would lighten that quite a bit so it doesn't look like you created the vignette.

I'm just putting in my two cents on the mat/frame question. I'd use a white or off-white mat and, for photographs, I like the clip frames, but some galleries reject them. Other frame choices - something unobtrusive, a neutral color such as off white, light gray, beige. Check the frame color against the photo and see how it looks.
Flaming is almost otherworldly with the light are in the feathers. Striking.
The depth of field on the flower is great with the water drops clarity.
