Grand Central Terminal is all commuter rail now, so I don't know whose rules govern, but the usual Amtrak rule is that you're allowed to take a picture if you're allowed to be where you want to take the picture from.

We were on a tour with someone from the Urban Planning Board Department. I haven't tried doing it on my own yet. But, already want to go back and retake some of those I missed. I know I'm not going back to the tennis courts (yes, there is one there for $80/hr. You too can play tennis in Grand Central). But, I'll find out.
