Interesting ..... your problem seems to be with comprehension .... did you not understand that I was responding to a prior post .... how could you possibly see a compassion in my post ....
Seems your problem is being able to write a comprehensive sentence.

if you think that the problem in my post was sentence construction ... wow .... you do not have any conception as to what constitutes an acceptably constructed sentence .... my writing was not intended to be a properly constructed sentence whether it be in grammar or syntax .... notice each thought was separated by a series of dots(....) .... a 6th grader would know that my comments were not to be considered written in proper sentence form .... so .... if you understood my post .... I guess I have fairly good communication skills ....

The report — “Ranking the States by Fiscal Condition” — used official government data to measure the states’ ability to pay short-term bills and meet longer-term obligations, such as public pensions or health care costs, using five separate measures."

You give a tantalizing fact, but you don't run with it.
The big divide in this country is between urban and rural. The Democrats hold the Urban areas, while the Republican areas are distinctly Rural. The Urban areas are growing--with all their problems, based a lot on population density--and the Rural areas are not. This is one of the major problems of the Republican Party, long term.
It is no mystery at all that the rural areas are more easily governed, and have it easier financially, especially as they usually pay less in taxes than they receive in return. They are more stable socially, and more conservative. They have fewer problems than the large Urban areas.
This explains why Democrats are concerned with the social safety net for their voters, and the Republicans care less about it.
The Urban growth also leads to states with large electoral college votes supporting Democrats, while the rural states have fewer--which is why Donald Trump will never be President.
There are lots of ideas that this map shows, and these are only a few of them.
Study and consider.
