If I want to fish in the local reservoir, I have to get a permit from the state and a license from NYC. If I want to hike on the City property, I can get a free permit that's good for two years. It reminds me of the old war movies, with police confronting people on the street, "Your papers!"

EDIT: Interesting. My original post didn't appear. it said the post was empty, so I rewrote it. Then both appeared. The Internet is slow today. :D

A former college professor from Fresno State University, wrote an unpopular book some years ago, about the growing numbers of illegal immigrants coming into California titled "Mexifornia." It most likely is out of print due to political correctness.

It's available on Amazon - Victor Davis Hanson is the author.

According to what I just read, these are permits for filming, aimed at the entertainment industry. Although not to say that some are not over stepping, it does not appear to be aimed at individuals taking snap shots. I think (just my opinion) that requiring a permit to take pictures in areas open to the public would violate Supreme Court rulings.

I have long thought that California acts as if it is not part of the US, and have suggested we give it back to Mexico ... before it falls into the Pacific.

I could be wrong but think for major filming is correct also.

An item found in the various posting on Filming license. "Filming for personal use such as family events, weddings, graduations, parties, and other holiday activities are exempt from obtaining a film permit."

May as well since a very large share of the population is Mexican. One way to deport some of the the illegal immigrants and let them remain as a family unit.

IF IN DOUBT AS TO WHETHER YOU NEED A PERMIT
This may not be as insane as it first appears:

If you’re taking personal photos or are a student (or group of students) and don’t believe your
activities are considered “commercial”, but you’re using commercial equipment, you’re likely to
be stopped by Park rangers, and (without a permit), may be asked to leave. Always call the Park
film coordinator in advance to let him/her know what you you’d like to do and the date and time
you’d like to be there. If approved, you will receive permission to be there (without the need of
a permit) and will be on the park’s schedule for the day.

You miss the point, as usual. You shouldn't have to ask the government for permission to take any photos unless you are filming a movie and closing part of the beach.

They have to pay for all the benefits they give to the undocumented aliens coming in somehow. They also need the extra money to shore up insurance companies that are paying out for those undocumented that got drivers licenses and refuse to buy insurance. In Tennessee you lose you license if you get caught driving without insurance.

I don't know about snapshots, but the forms appear to apply to commercial filming and film school projects. Since the beaches are public recreational areas and setting up a film shoot is disruptive, it seems to me that the licensing is sensible. Plus, if it's a commercial project, then someone is presumably going to make a lot more than the licensing fee from the use of the land and it seems reasonable for the state or county to charge up front for its use. And as others have pointed it, the licensing would be unenforceable against the large numbers with cell phones and people with point and shoots.

Off topic, but the book referenced by one of the responses was identified as The Decline and Fall of California: From Decadence to Destruction, by Victor Hanson Davis. Still available from Amazon and likely to remain so as long as there's a market for it. Davis is a classical historian who has written a couple of very good books on ancient Greek warfare (I'd strongly recommend one of them, The Western War of War; the other is a re-worked PhD dissertation and it's pretty slow reading). I've also read a couple of his later books dealing with more recent periods of military history and some of his articles on current events (he write a lot). As far as I can tell, he is (or at least was) a decent scholar of ancient history, but he goes downhill after about 300 BC.

the reason for this is simple, human beings ruing everything, go where they should not and kill whatever gets in their way.
i'm pleased, as an ex-Californian, that these steps are being taken. the coastline is irreplaceable, and the less people on it, the better.

And for clarification as acting forum monitor for political discussions you must have meant photography and not photograph.

If you actually read the information presented at those URL's, including the FAQ it's OBVIOUS that they are talking about permits for the MOVIE INDUSTRY, not people taking pictures, or people making personal videos of their vacation.

This thread is pure FUD - Fear, Uncertainty, and Doubt.
