This bird is a white faced ibis - can be mistaken for the glossy Ibis but you will notice that it has a red face whereas the glossy has a bluish face.

These are White-faced Ibisis. Note the grey bill, the red eyes and the white feathers on the face. The red legs indicate that this is a bird in breeding plumage. Their summer range includes the southeastern portion of Oregon.

I agree that you have a White-Faced Ibis, but in any event, your first photo really sets off their beautiful colors.
