Wrong, if you move a file in LR, LR will move it on disk. Thats why LR needs to do your file management so it does not lose track of the files.

Its when you add to a collection it does not create a copy or move a file. It simply adds a pointer in the collection to where the file really is.

If you move a file in LR, the file is moved and LR knows where it is.
If you move a file outside of LR, the file is moved but LR doesn't know where it is. It will throw up a question mark on the thumbnail telling you it can't find the file. If you click on that question mark it will open a dialog telling you the name of the file it can't find and giving you the opportunity to navigate from where the file used to be to where it is now. Once you do that, it updates the pointers to the file in the catalog. (It will also update the pointers to other nearby missing files if they're in the same folder).
Either way will work, but the second method involves more work for you.
