Susan In Photoshop its Edit>Transform and then you have a list of options. Try Distort and just pull the right hand corner up.
If controls are different and you get stuck come back to me and Ill find out how to do it in Elements.
Open and duplicate your layer. Will not work on a locked layer

A lovey photograph. There are a few things I might do to make it a might bit stronger.
!. The tops of the photograph dips down to the right. It might be leveled to align with the lower frame.
2. The intriguing interior could be lightened a bit and the contrast upped a bit more.
3. The window frame could be brought down in tonality. Maybe a stop, or more.
Only suggestions as I see them. Yours my be the better version. Not for me to say.
