You are so incorrect in that statement. Super Glues (CAs for short) are actually liquid acrylic that polymerizes. Moisture actually helps speed up the process. Put a little bit of CA (Cyano Acrylate) on a plain piece of plastic, you will observe no melting. Solvent glues such as those used for PVC and ABS pipe are indeed solvents that chemically weld the pieces together. Practically anything will melt styrofoam. I use to immerse styrofoam packing peanuts in acetone, I'd end up with a nice big gooey glob of styrene that could be molded and shaped.
If the 78 record is indeed manufactured from vinyl, then a good vinyl glue like that found in a vinyl patch kit or in fact the glue used for PVC pipe (poly VINYL chloride) will do the job.
