Here is a web site comparing a number of photo editing tools. Still doesn't answer whether it retains 16-bit images during editing and layers.
Seems that Corel PaintShop Pro is mostly matched against PhotoShop Elements.

It's essentially a clone of Photoshop so I would suspect it will even work with 32-bit HDR images. If you convert to TIFF, I'd just about bet you have the choice of 8 or 16 bit. Download the fully functional trial and try it for a week or a day then make your choice.
