I'm surprised this wasn't more widely reported. I remember the fly over incident received a lot of press but I never read anything about the Russian technology disabling the ships on-board systems

There's almost nothing online about that, although there are several articles about the fly-by incident. I doubt that 27 sailors sought to be taken off active duty because of that. Did they think they had signed on to a pleasure cruise?

How was the ship able to operate if its electronics had been disabled? I'm sure they don't use cables and gears to control the ship. Everything's electronic these days.

However, if the Russians can do that, I'm sure we can, too. If all countries had that capability, it would make the world a much safer place.

If it actually happened at all, it was probably a continued broadcast, rather than a pulse. I know it's possible to send out a signal to disrupt cell phone use, so it might be possible to disrupt a ship, but ...

There's a lot to be said for old technology. You can understand it and if it goes wrong you might be able to fix it.

A nuclear blast creates an EMP, so that would be a concern in a nuclear exchange.
