Adobe US lists download only and no apparent discount if it is an upgrade.
Just checked it. Maybe tomorrow (the 25th)

Amazon UK will be selling boxed versions from 25th September according to their website
Released this morning!
http://helpx.adobe.com/photoshop-elements.htmlNew:
Besides the Quick, Guided and Expert Views, a new button: Elements Live. It's a browser. Click on one of the views and you will be taken to that site on your regular browser.
Content aware fill. Remove something and PSE 13 will fill in the background to match what's around the "removal".
Crop suggestions. Want to crop a photo and not sure where? PSE will give you suggestions.
Moving images from the photo bin onto another image in the work area, turns that first image into a smart object.
Create a custome cover for Facebook
Photomerge compose - move something or someone from one photo to another, with step-by-step instructions.
New tool: Refine selection brush
New guided edits in the Photo Effects category
More effects in the Quick section
To me, they look like "stuff" I would work with. I've regularly seen "complaints" that PSE doesn't do smart objects, well, now it does. Although I have no idea how to work with smart object.
As to Elements Live, I'm so used to having Firefox open at all times, I'm not sure I would ever use the stepping-stone to Firefox from PSE.
The content aware fill, I think I might use often - especially if it will remove a certain person from my photo and then fill in the spot where he was, nicely!
And no upgrade discount for current users

Download only version
I'm confused by all of this. I received an email this AM from Adobe that I could upgrade from Elements 12 to Elements 13 for $79.00 via download. I am currently trying out Photoshop CC2014 and will buy it once my free trial is up.
Does Photoshop CC2014 include this upgrade or do I still have to purchase it separately and download the upgrade?

Photoshop Elements is a stand-alone program and is not included in PSCC. So yes, you'll have to purchase it separately. Keep in mind that even if Adobe calls it an Upgrade, that refers to the price only - you owned the earlier version, therefore you get the upgrade price. The program itself is the complete program and in fact, can live side-by-side on your computer with the earlier version!
Thanks Morning Star for clearing this up for me. Since I have Elements 11 and 12 already. I think I will spend the $120 a year for the CC2014 and skip the upgrade for now unless there is some compelling reason to do the upgrade.

With CC there is no need for PSE at all.

Adobe says that there will be no box copies only downloads. They said that you wanted a hard copy you could put it on a DVD. Anyone know how to do that?
Adobe is talking about when you purchase Elements from their site. They don't offer a choice of a boxed version.
All you have to do is SAVE (Not RUN) the installation files and then copy them to a DVD or back them up on an external hard disk drive.
I have several versions of Elements. All of them were purchased as a download and then I made backup copies. But there is no need really. You can go back any time to your account at Adobe and redownload the files.

I don't know (I am in UK), but Amazon UK is now selling boxed both full and upgrade versions.
