There seems to have been no "hype" about the release of PSE13. has anyone seen any announcements, or knows what this "new and improved" version will do that earlier versions would not?

I did find an announcement out of Germany that the release date is tomorrow (23 Sep), but what I'm really curious about, is what the improvements and changes will be.

Adobe typically does not "hype" upgrade products, they prefer to just spring them on you un-announced.

Amazon UK has it listed with a release date of September 25th.
It usually takes a little longer to release in the USA.

Is it subject to Adobe's monthly licensing fee? Or can you buy it for the lifetime license?

I have not seen anything anywhere about PSE going 'in the cloud'. As far as I know it still is an outright purchase of the license for however long you want to use the program.

Traditionally, some stores have offered the new version for around $50 in the months between its release and Christmas. One of them Costco (where I got mine), but there are others.

As far as I know, Photoshop Elements 13 won't be part of the Creative Cloud. You will be purchasing a perpetual license. Also, the prices should be the usual:

$99.99 (for new users of this program).
$79.99 (for owners of previous versions)

Those seem like the prices for the Premier version which also does video. The Standard version usually starts at $79 and, as noted, goes on sale in the U.S. for $49.

First of all, I am afraid there is some misinformation here. There is no such a thing as a Standard version and a Premier version. The Elements family consists of two separate programs:

Photoshop Elements (photo-editing)
Premiere Elements (video-editing)

Adobe has been rather consistent with the prices for these two programs. Both Photoshop Elements and Premiere Elements have the same price: $99.99. Here are the prices for version 12.

http://www.adobe.com/products/photoshop-elements.html
http://www.adobe.com/products/premiere-elements.html

Or you buy the bundle (Photoshop Elements + Premiere Elements) and save some money.

Also, note there are two prices for these programs (Full and Upgrade). These prices are determined by previous ownership of these programs versus non-ownership. If this is your first time purchasing an Elements product, you will be required to pay the Full price. If you own ANY version of Elements (going back to version 1), you are entitled to the Upgrade price. This is how Adobe rewards their customers' loyalty.

Adobe says that there will be no box copies only downloads. They said that you wanted a hard copy you could put it on a DVD. Anyone know how to do that?
