Welcome to the Hog. You can't go wrong with major brand names. Refurbished or used from the manufacturer or from B&H, Adorama or KEH are a good thing...Amazon is good too. Look out for too good to be true prices on "new" cameras and lenses. They are "grey market", meaning they don't carry the manufacturer's US warranty and the warranties many of these sellers purport to have aren't worth anything. The camera or lens may be identical, made in the same factory, but Nikon or Canon can tell the real deal from the serial numbers. Hope this helps.

Refurbished equipment is an excellent choice, if purchased from a reputable dealer. I have bought refurbished equipment from B&H with no problem.

((I assume that you are looking for a "Full Frame" DSLR camera? = If you are looking for FILM 35mm cameras those can be had at very low prices.))

For refurbished, which I can also recommend without reservation, don't forget the camera manufacturers themselves. Patience is also a virtue as Canon et al frequently cycle cameras through further discounts. I recently purchased a 70d for $815 and a SX50 for $315 direct. All Canon refurbs come with a standard manufacturer's one year warranty. And as another hog mentioned, Adorama, KEH, B&H also offer refurbs. Honestly, I've not found a reason not to buy them. Just remember to price compare. One last point, because most cameras are price protected, retailers often bundle to attract customers. If you run across such a bundle, it is beneficial to research what they are offering. Enjoy. The journey is often as enjoyable as the destination.
Welcome to UHH. I buy a lot of stuff from B&H. I have had excellent experience and service from them. There are other companies that have good reputations, such as Adorama, but I haven't done business with them. There is nothing wrong with refurbished cameras.

I've been dealing with B&H since the mid 1980's and Adorama and keh.com since the 1990's and I've never had a problem with any of them. Refurbished is a good way to save money as is getting lightly used gear. IMO, keh.com is the best for used gear, but B&H and Adorama are very good too.
B & H is very good for new and refurbished. For the amount of money you have to spend you will probably only be able to buy one lens for the camera. So get one that suits most of your shooting style.
I always tell new photographers to choose their lenses first because once your'e invested in lenses it's difficult to switch. Take in to consideration the quality and range of lenses available, not only for now but also for future expansion. for example if some day in the future you decide you just must have an 85mm 1.2 and you own Nikon then you are just SOL because Nikon doesn't make one but Canon does. Are you going to buy a whole new body to accommodate that lens?

Yes, refurbs are a very good way to buy eqiuipment. I buy mostly refurb gear.
All of the DSLR's are good cameras of high quality.
Personally I chose to go Canon because their lenses are more versatile. Also it's the biggest camera company and Canon gear is more available both new and used, as well as more available from 3rd party manufacturers.

Welcome to UHH Pierre,
If you're looking for a 35mm equivalent digital, you need to look at full frame (FX in Nikon), not cropped (APS-C, or DX) bodies. Given your stated budget, that's going to be a bit difficult to find as FF bodies and lenses are considerably more expensive than so-called crop sensor cameras. There are many excellent APS-C bodies out there that would fit your budget as mentioned above. B&H has a refurbished Nikon D5200 with lens for $499.95
