I own a Canon, with an 18-55mm lens and a 70-300mm lens. I am thinking about what lens I should buy next. I was thinking an 18-135mm, because it would cover the gap between the 2 lenses I already have. But I really enjoy macro photography, so would another lens be a better choice?

The best lens would be one that fulfills your needs and desires. If you were to get the 18-135, your need for the 18-55 would be diminished.
There are other ways to do macro (and close-up) without a dedicated macro lens. There are forums with many who can help you on this matter.

The 55mm to 70mm gap is extremely minimal and just talking a couple of steps forward or backward will make up for it.
A good Macro lens will likely be your best allocation of funds since you already say you like that type of photography.

Seeing as you have 18-55mm lens and a 70-300mm why would you want another that covers the same range! (all but 20mm)
A macro is a large investment, if you are not 100% sure why not try extension tubes first or join a club
forget the 15mm gap, look for a used 90mm macro lens you might find a tamron 90mm macro with a canon mount.
I find the 10 to 20 Sigma a must for my personal use. When the family, out dinner, everyone is the picture. Great indoor lens, and I also find gives a great panoramic when out doors, better then stitching. I just try and stay away from the 10mm side due to distortion which is really not as bad some would let on. It least with the software that is out there to help correct it.

TB2, maybe you just like to shoot close up. You don't have a macro now, unless you borrowed/rented one.
Maybe you just need a good lens with a macro setting.
Take a good hard look at the Canon EFs, 15-85. This is probably the best crop lens Canon makes. It has a macro setting. It's not real macro, but allows you to get very close to flowers and spiders etc. for a few dollars you can add a couple of cheap plastic extension tubes and get almost true macro.
Anyway it's a viable possible solution for you. SS
Edit, you could get rid of the 18-55 and be better covered than you are now.

Good lenses hold they're value. I've made a good profit selling two of mine.
So buy good glass and have fun enjoying them.

The best Canon macro lens that I have found is the 100mm L macro. A bit spendy but a first class piece of glass. Have fun! Mike

I won't provide an answer but a thought process.
I think you need to take a longer view and work backwards.
For you, I don't think the question is "What lens should you buy next?"
I think the better question is.
Where do you want to be in 5 years?
What photographic gear do you want to own in 5 years?"
And then make your lens purchase on the answers that stem from that investigation.
