Carl, you have a choice of MANY tripods with the low angle elegant feature.
The prices start from $65 to about $200.
For example, K&F Concept SA254 M2 - 18" folded, takes a camera up to 22lb and you don't have to take the camera off when you want to shoot flowers. You just simply reverse the whole tripod upside down. It has flip locks and has a quick mounting plate.
Another tripod is Manfrotto Befree. $190 or another model $195 offering the same feature with the reversing legs.
There are several similar design tripods from B&H.

Any modern tripod Alphabravo can get your DSLR camera as low as you wish, without any additional gadgets.
When you turn them upside down.
However, if you want to make this simple job complicated, there are tons of gadgets available.
If you don't know about the Suez Canal, you'll have to go - as many of our UHH members suggest with extra gadgets or - around Africa:
I would approach your task with a solution under $200:
1. By using a tripod with a reverse center column.
2. Using a special tripod with a 180-degree tilting center column. These models may be a little heavier.
3. Probably the best solution might be to use a tripod with reversible legs 180-degrees. No additional gadgets and no extra weight. Several, more recent design models offer this simple, quick low-angle solution for any camera.
