It looks to me as though renovation of the house started some time ago and then was halted for quite a while. The roof looks to be in pretty good condition compared to the rest of the exterior. I have no idea what the interior looks like.
Here in our town years ago houses were taxed on everything below the roof line. Thats the reason houses got away paying for a one story house when they had a two story house. Im the vice president of our local Historical Society. I enjoy looking up the old regulations. People got away with saving money when they looked up the laws.
