I would think so Don, last fall I did a photo shoot at an outside event in almost 8 hours of rain with my D7100 keeping it under my poncho when not shooting. I had no problems and it still takes great pictures. :D

It's amazing how smart they are, smarter than many people I know. I am surprised he hasn't found it for you wanting to go for a walk.

I posted this shot of my Bull Mastif last year and when he gets in the car for a ride it is pretty hard to drive with him in the drivers spot and he normally won't get out until he gets his ride.

Welcome to UHH. The Canon SX50 would be an excellent choice. It is lite weight for what it is and has a lot of good features if it's not physically too big for you.
