Bear River Migratory Bird Refuge is located where the Bear River joins the Great Salt Lake in northern Utah. It is home to 67 species and 210 species use it in their migrations. The 80,000 acre site has a 12-mile auto loop that circles the major marsh area.

This set shows the birds that I encountered on my way to the entrance for the auto loop.

Just speculation, but they all look like down feathers. If an owl took a Redtail, I would think that there would be more and different kinds of feathers. Where you live is far enough south that I don't think it's too early to be molting. I suspect that is what's happening.
