I use both lightroom and elements as do many others. If you can only have one program then choose elements. Eleements can handle organizing your photos and allows adjustments to phootos shot in raw. Lightroom also does both of these functions and is much more capable than elements in these areas. And, as MWAC has said, lightroom can handle more editing chores than it is given credit for. That said, it won't do all that elements can do, artistically. Both programs have a learning curve. Whether you consider it steep or not varies by individual. What I like about both programs is that I can be productive with both rather quickly but will always have more to learn (at my own pace).
Nope. Doesn't support XP. I'm using 4 on my personal notebook and 3 on my work notebook for that reason.

That said, some of the add ons from OnOne software and others allow me to use PSE less and less. Other points - Adobe has SLASHED the price of LR in half. It is not difficult to learn and free learning resources are readily available. Try the 30 day trial on a few photos and devote some time to getting up to speed with the software. Then do whatever works for you.

As pappy said, there's a big difference between the t3 and the t3i. I'd buy the t2i over the t3 and the t3i over the t2i.
Also, Creative Live is having a free 3 day online training course for LR4 that started yesterday. Today covers the development module. Yesterday was organization. Saturday is misc and some of the other modules. The site is creativelive.com I think.
