I would suggest that you start with a good point-and-shoot camera, like the Nikon Coolpix B500. You can find a new one for less that $300. It has a ton of features including Bluetooth and wifi, and a zoom lens with VR. You will be able to send shots to your cellphone and also use your phone as a remote for the camera.
Take the money that you saved and buy a few things like a lightweight tripod, a nice bag, and some photography classes.
Shoot a ton of pictures. Learn what your style is. Don't just look at them on your screen. Print your best shots out in different media (paper, glass, canvas, metal).
After a few months, you will have a clear idea of what you want in a camera and you will have a nice backup camera.
