That behavior must be sub-species specific. Here in Washington state, it is cloudy much of the time and often raining. Yet the gray squirrels are some of the fattest I've seen. I have also read that their memories are very short (about 10 minutes) and have to rely on their abilities to locate food they've recently stashed. This supports the article but doesn't align with the fact they can be taught how to get past the bird feeder barriers then remember it days and weeks later.

I do enjoy watching the little buggers. Especially a couple that like to tease our lab and dachshund. The lab came within a few inches of catching one once but a fence got in the way somehow. The same squirrel was back a few minutes later to egg her on some more. They do need to watch the dachshund though. He will lie in wait for them. Fortunately for them, he is a little overweight and not quite as speedy as he should be.

It's been 160+ years and proof of evolution of just one case has yet to be found. You can also just look at the complexity of an animal (to include us.) Chemical and PH balances have to be maintained within close tolerances in spite of what we eat or breathe. The organs work together to provide this. We are born with a certain amount of pre-programming with a super ability to learn.
