Had (maybe) a similar problem. Had a new D200 with 18-135MM Nikor lens, and sometimes it would not allow focus. Only way I could get anywhere was to start to take lens off....and then snap back into place. That helped in the short term, but not for long. Had to send camera and lens to Nikon who found that the contacts were not properly aligned. They adjusted and all was OK.
Haven't yet purchased "refurbished", but wondered if they included all of the items that are normally part of a New camera purchase ie manuals, cables , etc.

I am looking at a lens on Ebay. The seller promptly sent me the serial number. I asked Nikon if this is a USA lens and eligible for Nikon repair if necessary. They said:

How's that for stinky service? How could I send in for service a lens I do not own and what good is their answer if I already bought it?

Just noted your post.
I have had success with getting the info you seek. They can tell if its U.S. or Gray Market, BUT only if (1) it was registered when purchased, or (2) had been sent in for servicing. In one case they were able to confirm its US origin, as well as the date it was ship to dealer (along with the dealers name).
If the first contact with Nikon goes nowhere, move up the chain.
Is anyone going to try to answer the question that was asked? Where to send it.
In addition to making use of tailor, you might look to a shoemaker. They have heavy duty stitching equipment.
We all go through this craziness when looking to buy new/different equipment. Research helps, but hands-on can make the difference. Maybe you have a friend that might let you work with one of the models you are interested in.
Good luck!

Anyone have comparisons of Nikon 28-300mm vs. 28-300mm Tamron (the latest model)?
Communicate with the manufacturer. After reviewing your pictures, they might send you a new one.

Can those in the know confirm that Both the Nikon D500 and D810 Do Not have low pass filters.
Thanks on advance.
Brought this out in a prior post, but worth mentioning again.
Had similar situation with my D300s. All of a sudden, I'd insert the SD card and it would not stay. Worried to say the least. Ended up turning the camera upside down and used a blower to blow as much forced air as possible....and it worked. I assumed something got in and was blocking the switch. Your problem may be different, but worth trying.
