Mostly yes, turn it off. But there are lenses, such as the more advanced Canons, which are "tripod sensing", and know when they are on a tripod(they are a #2 on Dsmeltz list), and not necessary to turn IS off. They do in fact then start to mitigate smaller vibrations such a mirror slap, vibrations in the tripod, and irregular heartbeats etc.
BUT, if you have such a lens, you probably already know this.
So, just turn it off! :lol:
