Can someone explain to me what the name of this part is and what it is for that sets in between the gimbal head and the Trypod in this image? Is it just a Risor or spacer or something?

What would be a good Trypod to hold weight of A6000 with Sigma 150-600 Lens, I have a Velbon Victory 451 and it just lets everything shake to much. Any good suggestions would be greatly appreciated.
