You can get a new fuji xt1 at B&H for $599.00
The excellent 18-55 and 23 f 1.4 added will still keep you under your budget. Fuji has a good number of great lens and the xt1 has dials for iso, speed, and EC. Lens have aperature rings. It brings back the old day feeling!
I own and use the 50-200 a lot on my Xt1. I have gotten very good results in theaters for dance recitals. Handles iso 1600 and up very well and you can shoot stopped down to 4.0-5.6 in low light no problem.
I have bought from them as well as sold to them. I actually visited them at their NYC office. They are reputable in my opinion. They ship quickly, items arrive as stated in their write ups and their prices can be lower than others. They don’t have as many items as the “big” guys but if they have what you need I wouldn’t hesitate to try them.
You can get a used Fuji XE2 and the really good fuji xf27 2.8 pancake lens. Makes a great light weight kit and I have used it to take excellent low light images. You can push fuji to higher ISO without worrying
I tend to disagree with the 55-200 mm lens comment of not focusing well. I am using it on an Xt1 and XE2 with no problem. It is actually a great lens. Here is an example

PS- I meant X-E2. However, there are great deals on the X-E1 now
If you look at Fuji X-E1 check out the 18-55 mm lens. It is outstanding.
