Looks like lens flare. It's not usually around the light source itself, but I guess it could be in some instances

That Tinkerbell theory is as good as any! I know it's got to be some sort of lens flair but try as I may I can not come close to duplicating it. I've ran other pic's of that same flower, taken just seconds before and after, through photoshop and created a flair affect but couldn't come anywhere close to the original!
