It takes two to tango. If the student does not have the desire to do the work it's not the teacher's fault. The biggest problem is the lack of parental involvement with their children. No amount of money will solve this problem.

The TV show "Last Man Standing" had a great episode about just this issue. In his "Outdoor Man" VLOG, lead character Mike Baxter (Tim Allen) noted that American kids have fallen behind just about every modern country in subjects like math, reading and science. "I'll tell ya what American kids are first in..." Mike admonishes, "Self Esteem!" "Yup," he said, "Our kids have the best self esteem in the world because we lower the bar so much that absolutely no one fails at anything!" Of course none of the kids ends up decently educated or with any useful skills because we lower the "standard of success" so much that kids have no incentive to excel. Having interviewed many a "kid" just out of college, I'd say today's college diploma means the student achieved what used to be considered a high school education.
