3 is the ONLY one that can fill, all others are blocked or have an outlet. 7 might fill (if the tap provides water at a greater volume than can escape through the hole in the bottom.

3, and since tank three has an open top it will overflow and not allow tank 7 or 2 to fill.

All others are either blocked off in one way or another, or in the case of #7, leak.
