It depends how fast the water is flowing out of the spigot.
If the water is just dripping, I would say #5 will fill first because the outlet to bucket #4 is blocked.
If the water is flowing faster than the maximum flow rate of two pipes combined, I would say #1 will fill first.
It can't be #4 or #6 because the inlets to those tanks are blocked.

Water will enter tank 1 and will flow to tank 3. The outlet to tank 2 will never see water.
There is no outlet to tank 4 and the outlet to tank 5 is blocked, so tank 3 is the one to fill and will eventually overflow.
it's 5, tanks 4 and 6 have inlets blocked. Tank 2 outlet is higher is than tank 3.

This is exactly right. We should add, if we seal the top of 3, so the water doesn't overflow out, it will back up in to 1, and start to enter 2, and then 7, where it will spill out, since 7 has a hole.
