Nothing exotic taking place, but since several people asked, I'm happy to outline my process steps:
#1 is the raw file, which will typically get adjustments to clarity, vibrance and dehaze as well as white balance. Then sharpening in LR along with noise reduction if needed. Next is Topaz Studio where the magic happens. In this case , after considering several filters in Impression and Simplify, I went to Texture Effects>
Street>Urban Grit. I generally consider different effect opacities and settled on ~70% (#2).
Thank you for taking the time to do this, dck. I was so drawn to your work when I saw in Gallery, along with two others just as engaging:

I hope you'll remember PP Forum in future and share more of your artistry so that those new to textures and other playful pp will be inspired.
I’m impressed, with the effect, but more so with your application of it. Your image is top shelf. Thanks for sharing the image, and technique.

I thought it was an HDR effect. Very nicely applied!
dck Your images are so very nice and inviting. RBorud
Very good, It looks like two pictures with the girls at the table being under the light and no coats as if it's summer while the others are in the cold with coats with umbrellas...
The filter really makes it pop!

Go to "all sections" at the bottom of any UHH page. Click "subscribe" to all that may interest you. Now, when you log in and view the daily digest or when you log in and go to "newest topics" at the top of any UHH page, you will see postings from the sections you've chosen.
I recommend using "newest topics" because the digest is just a sampling - not everything that's posted in a section makes it into the email.
Thanks for asking and let me know if you need further assistance.
All the best!
Dare I say, c'est magnifique!
