Great image. Very nice subject material and dramatic sky. Just removed the color cast and did a little selective dodge and burn for emphasis.

Nice photo to work with . . .
First straightened (didn't want all the water to run out of the bay
) . . . then cropped to use rule of thirds . . . separated water - buildings . . . adjusted both separately . . . added 16th century tall ship . . . voila!

Thanks Rhett. It was an interesting image to work with. That is about the third look I tried and liked it the best. There are some interesting edits on this one.
