Some areas were originally populated with ex-cons. The only one I remember is Georgia was originally settled by a shipment of folks that had been in debtors prison...not exactly hardened criminals. They were offered passage if they would settle Georgia. The colony was a buffer zone between the Spanish in Florida and the genteel English folk of the Carolinas.

Britain had an over supply of poor people. These people were turned into convicts and 'transported'. After 1776 Australia was in the convict business.
