Used Photoshop (CC2019). Loaded image, changed to layer.
Select > Color range, clicked on clear sky. Adjusted Fuzziness to not include too much of other stuff.
Deleted selection (sky).
Added new layer with cloudy sky. Placed new sky below initial layer.
Saved as jpg.

Several years ago I took a bunch of photos of a site in my home town in varying conditions. When there were nice cloud/sky displays I just took photos of the sky and saved them as cloud stock. Have had occasion to use them from time to time.

Thank you dirtfarmer. Like you, I have my own collection of clouds and I'm always on the lookout for new ones.

Hi Bob
Here is a 1 minute tweak in Luminar 2018 (with Sky AI Enhancer). Ordinarily I would use P/shop, mask the trees and replace the sky. for this shot however it took longer to download etc. Than actually tweaking it.
I have deliberately overdone the amount of adjustment a little, so your Sister can see what is possible.
I also adjusted the "Foliage Enhancer"
Its available for Mac and Windows. I use Windows.

Thanks for the tinker time with this one, had lots of fun. Used PS CC 2019 for the edit. A lot of ACR filter was used for sharpening and overall brightness/contrast adjustments, and then in PS itself I gave it a high pass filter for more sharpening. Used the color range to adjust the sky color.

Was away from this section for a while and saw your request Bob. I am always trying new tools in Photoshop, one of them is the Blend If section. On this one I tried it without any success until I made the layer Darken and it all came together magical.

1) Opened picture
2) Made duplicate (Command J) Because I always do, not necessary
3) I have a site I can access within Photoshop (Pexels) it lets you use stock pictures. I typed in sky and selected a sky picture, clicked and it downloads the picture as a layer in your workspace.
4) Right Clicked sky layer and Blending Options pops up. Set the blend mode to Darken. Went down to the Blend if: bar and slid the triangle over to the left. Broke apart the triangle by holding down alt/option key and mouse click. Breaking the triangle apart lets it blend better. You can see the final setting on the screen shot.
5) Made a mask remove any sky from the non green area popped the picture a bit better and painted out some of the too dark sky and the blue in the aluminum pole.

That was it about a 10 min job.
Jim
