The white plastic is an old mount for a telephone (telephone - ancient tool for communications) cable connector. Hard to tell what's covered by the loose plastic but I'd guess it's a cable connector for some type of phone.

Telephone connectors usually are more square, looks like a network cable.
It's an attaching point for something.
The plastic cover base is telephone however, the square part of the device coming through the wall is strange. The lower part looks like a telephone connector or the end of a Key (multi line) phone connected to it.
Is there an IT department? If you really want to know, ask them. Could be network or phone connection.
It is a 25 pair telephone cable connector from the days of non digital communications. In other words, a multi line non digital key system. If I had a nickle for every connector I made, I would be rich.
