I have that issue if I have been editing a photo and extensively using the brush tool, also if I have PS open at the same time it will happen a lot.

This won't help much, but it sounds like some LR process is blocking waiting for something:
disk read, network access, or some other process to release a lock on a file that it is trying
to access.

At this point, you may have two problems: whatever originally caused LR to lock up,
and damaged/corrupted image files and/or LR configuration files.

Here are a couple things to try (at your own risk, of course):

1. Bring Windows up in "Safe Mode". Try LR and see if the problem still happens.
If it doesn't, then something that is running in normal mode but not in Safe Mode is
causing the problem.

If that didn't help:

2. While Windows in Safe Mode, run chkdsk on your boot hard disk (usually drive C:)
to verify the file system. As MS warns you , don't power down or reboot while chkdsk
is running--once started, it must run to completion.

If that still doesn't help, there may be work-around:

3. Whenever the problem happens, use the hot-key sequence to invoke Task Manager,
then find the LR process(es) in the list and kill them. See if you get control of the
PC back. If so, try running LR again. If it comes up and work, then you have a
work-around that is faster and less disruptive than rebooting.

I may have resolved the issue. After going the route of CC, I had never uninstalled my LR 6.x. I did uninstall the earlier stand-alone version the other day and I have not had a "responding" issue since. I have tried to replicate the issue with the usual preliminary causes (minimizing the LR window; computer going into standby; not using LR for an hour or so) and so far LR always comes back into action fully operational. I have fingers crossed.

Now if I can resolve the newest issue of LR wanting to configure my LR/Instagram plug-in every time I start LR, I will be a happy camper. In the words of Rosanna Rosannadanna ... "It's always something!"
