Side Note. In protests, the center shield is the chosen target usually. As a normal reaction, the flanking cops will group to protect the attacked target, breaking open the line for easier penetration. (From an old leaflet on "How to outwit Police Actions".)

The center is where perpetrators could be grabbed and sucked behind the line to be captured by other officers.

Most police lines are not trained well in that direction. The main purpose is to move the protesters in a desired direction. Also, the instigators will not be within grabbing distance. Better to have undercover target, spot, and get identifying information for later collar.
