Can I use a 55mm filter on a lens that uses 58mm filter by using with step up rings?

The rings typically have male on the small side and female the large side. So, a step-up would screw into a 55mm lens and accept a 58mm filter, not the other way around. If you found such a ring that did what you asked, you'd expect a black circle at the corners of the image or possibly around the entire image captured with the lens with a 58mm diameter covered with a 55mm opening.

You could do this by using step down rings but the above mentioned limitations would apply.

Edit: B&H and others have them.

You run the risk of vignetting as the body of the smaller filter will intrude and be visible as a shadow on an image.

Maybe yes, maybe no. Depends on your type of camera and specific lens. Vignetting will be more likely with a full-frame camera and shorter focal length lens than with an APS-C/DX camera and longer focal length full-frame lens. Vignetting will also be more likely to occur at wider apertures. The only way for you to know for sure is to buy a 58-55 step-down ring and try it. They’re available for as little as $5.
For what it’s worth, I get no vignetting with a Heliopan #430 58-55 step-down ring and 55mm filters on either my 75 f/1.5 Zeiss Biotar or 200 f/3.5 Novoflex Noflexar lenses with full-frame cameras. Good luck!

Sure you can. Repeating from above.

As mentioned above using adapter rings, in your case it would be called a "step down" ring not "step up" ring, (the threads are backwards), but you might also have a vignette issue. If not that, the slightly restricted light might effect your settings.

I can never remember which is a step-up or step-down. However, yes you can adapt a 55mm filter to a 58mm lens. You'll experience a bit of vignetting in the corners of the image. If you do decide to go with an adapter, I'd suggest B+W adapters. They are made of brass and less likely to seize on either the lens or filter.
