PS Watermark trouble

For some time now I've been watermarking my images using PS and a rather easy procedure:
1) Finish image and leave it in the workspace.
2) Open watermark (pgn format) and slide it onto the image.
3) Using the Move tool, I move the watermark to the desired location, grab one of the handles and resize it.
4) Flatten the image and VOILA!
Unfortunately, about a week ago, I stopped being able to resize the watermark! Of course, it is way too big as is, so I'm screwed.
Any suggestions? I fully expect the issue to be some arcane setting in PS that has been switched inadvertently because everything else works fine.

Don't use PS but you could always resize & save the watermark .png to various sizes you use temporarily until you figure it out or some UHHer does.

Hmmm. Settings don’t change themselves. Did PS CC update recently? Is that when the problem appeared? Perhaps consider contacting Adobe Support or the Adobe community blog.

Yes, a brush works well. There are YouTube videos on how to do this.

Since you use the move tool to both position and resize the watermark, make sure that you still have the box labeled "Show Transform Controls" checked.

My watermark lives in one of my file folders as a smart object, that way its always re-editable and it always has a bounding box surrounding it!
