I am absolutely brand new to Photoshop Post Processing so forgive me if this is a foolish amateur question. I have done none of this yet. A lot of this confuses me -
I have seen and have a number of "presets" for Lightroom and PS. Also I see that there are "plug-in" versions of various software to be used with PS and/or Lightroom.

You commit for a year, but card is billed $9.99/month. If you quit before year is up you are billed the balance due.
Lightroom Classic CC and Photoshop CC are computer based and your presets and plug-ins will reside on your computer.
Most Topaz Filters can be used directly in Lightroom and Photoshop. The prefered method is as a seperate layer in Photoshop so you can adjust opacity of the filter effect.

Ok new, PS is rather complicated and cost a great deal in the long run. You will not beable to use PS to its fullist... and it is not really needed, since new programs do all you need. Suggest you look into Affinity, Paintshop Pro, and Photoshop Elements. One price one time. Affinity is the newest and has all "new modern" code for $50... will take all plugins. Topaz Denoise, Detail, and Clarity are my standbys. B&W2, excellent. For Art there is Dynamic Autpainter. Jixipix has some interesting addons. all give trials for 30 days
Basic tools to do good work are on the most minimal edit programs; crop, clone. Remember to crop to the story.
