"Eye shine" in animals is handled the same as "red eye" in people.
Some software has a fairly automated feature to remove it. With both eye shine and red eye, I've always just used other controls to fix it.... de-saturating any color, retouching with clone tools, selectively adjusting contrast, exposure, etc.
Don't remove it all. Some small reflection or "catch light" in the eye makes the animal look alive. Without it, they look dead.
