AF-S NIKKOR 70-200mm f/4G ED VR

I like everything about this lens, with one question. I think I understand that the f/4 on the lens means it holds f4 throughout the entire zoom length. Am I also correct that the lens is still capable of using the full range of f/stops on my camera, a Nikon D850?

Yes, but it always f/4. You can zoom all the way in a have f/4 available, but you also have f/8, f/5.6, etc. That lens on the D850 makes for a great combination.

Would this lens be "less than" if it were on any other full-frame Nikon??

Not really. It means that the largest aperture opening is F4. The F stops are controlled by the lens, not the camera. So, this lens allows from F4 to F32 (or 16) or whatever the smallest aperture on the lens is. The F stop remains what it is set to, and does not change in zooming. Otherwise the lens would be a F4-5.6 or something like that. Meaning the aperture would change (smaller) as the lens was extended.

Unless you are shooting low light or fast moving subjects and would be better suited with the F2.8, this is a great lens, you will not regret it. Yes, the F4 is constant throughout the entire lens range.

Would a Nikon FX lens on a DX body (e.g. D7200) provide better images than a comparably sized DX lens?

Not sure what you mean by "comparably sized" - but if you are asking about a DX lens compared to an FX lens of the same focal lengths - typically the larger image circle of an FX lens will ensure that the sharpest part of the lens - the center 2/3 - will be used to project the image to the sensor. Most lenses deteriorate at the corners and edges - so larger image circle means better corners and edges.
