Not really. It means that the largest aperture opening is F4. The F stops are controlled by the lens, not the camera. So, this lens allows from F4 to F32 (or 16) or whatever the smallest aperture on the lens is. The F stop remains what it is set to, and does not change in zooming. Otherwise the lens would be a F4-5.6 or something like that. Meaning the aperture would change (smaller) as the lens was extended.
